I have discovered a correlation between the following. It is not scientific, but sufficient anecdotal evidence exist to substantiate my findings. I have yet to find an exception to my two rules.Rule #1: The lower a person's pants are worn the lower the person's intelligence quotient is. A person 12, 15, or even 25 who can't dress himself has a problem.
Rule #2 If you spray paint another person's property it is no different than a dog marking his territory. Same thought process.
